​Roscoe C. McKinney began his preaching career at the age of 20 when he began preaching at the St. Johns Christian Methodist Episcopal Church (CMEC), Detroit, Michigan, the Reverend Joseph H. Henderson, pastor. Licensed to preach by Presiding Elder W. H. Crenshaw in 1972, where he served until 1974 when he was admitted into Full Connection in the Southeast Missouri-Illinois Annual Conference. A believer in preparation, Rev. McKinney received a BS in Psychology from Eastern Michigan University and a Master of Divinity from Garrett-Evangelical Theological Seminary.



A loyal and dedicated member of the CMEC Rev. McKinney'’s lengthy pastoral career spans over 33 years.



His illustrious career has been highlighted by Rev. McKinney’'s ardent contributions to the committees to which he has been assigned as an elected delegate to seven (7) General Conferences. As a delegate he has served on the Episcopal, Finance, Revisions, Itinerancy and Boundaries Committees.



On the Annual Conference level Rev. McKinney has contributed invaluable input on the Joint Board in each of the Annual Conferences where he pastored. In addition, he has held the position of Assistant Secretary of the SE Missouri-Indiana Conference, Chairman of the Committee On Ministry in the California Conference and Vice-Chair and Chair of the Joint Board of the Florida Region Annual Conference.



As much as Pastor McKinney was committed to providing leadership to his pastoral assignments, he has also been passionately committed to the process of reconciliation and healing of congregations which have been impacted by a split. Because of his leadership and administrative skills he was able to lead Williams Memorial into a campaign to purchase a parsonage. He has also devoted himself to developing new ministers into effective workers in the church. Rev. McKinney is a concerned advocate for the members of the communities where he has served and has worked tirelessly as a Community Activist and Community Organizer. He has been awarded Pastor of the Year and his church named Church of the Year in the Miami-Tampa District.



At the 2007 Florida Region Annual Conference, Presiding Bishop L.L. Reddick appointed Rev. McKinney as Presiding Elder of the Historic Jacksonville-Orlando District. Rev. Roscoe McKinney is married to Mary Campbell McKinney and is the father of Roscoe C. McKinney, III and grandfather to Quincey D. McKinney.
